In April 2023, the Centers for Medicare & Medicaid Services (CMS) released two notices of proposed rulemaking aimed at transforming the delivery of, access to, and payment for Medicaid programs: Ensuring Access to Medicaid Services (Access NPRM) and Managed Care Access, Finance, and Quality (Managed Care NPRM). Ensuring beneficiaries can access covered services is a critical function of Medicaid programs and a top priority of CMS.
On June 15th, PCG’s Health and Human Services teams hosted the webinar “PCG Discussion on the Impact of the Proposed Rules to Enhance Access and Quality for Medicaid Programs” for clients—to flag changes and highlight areas where CMS had specifically requested state feedback to assist clients in providing comments to CMS by the July 3rd deadline. PCG’s presentation focused on provisions of the proposed rules that affect home and community-based services; payment and rate transparency; increased stakeholder engagement and outreach; quality improvement; and the reporting implications within both NPRM.
To assist states with drafting comments, PCG has put together a quick guide of areas across both proposed rules where CMS seeks comment from states.
